ABUSE OF TINTED WINDSCREEN FOR KIDNAPPING

 As the campaign to address growing insecurity gathers momentum across the country, Nigerians have called on security agencies to check the abuse of tinted windscreens by unauthorized vehicle owners. 


Corrspondents Omonigho Edaah and Ifeanyi Onyejeke went round town to seek the  views of residents in warri and its environs on the issue brought back this report. 


In Nigeria, and indeed in many parts of the world, it is common to see cars with darkened windows, which prevent the sunlight from entering, and limit what an outsider sees of the interior of the car. Vehicle users sometimes prefer to have the windows and windscreens of their cars and other vehicles so shaded for a number of reasons. Tinted glass make the driving experience pleasurable to these drivers.

The abuse of tinted windscreens in the country have continued to generate security concerns as criminal elements hide under the dark screen to carry out nefarious activities. 

According to DCP Frank Mba, Force Spokeman of the Nigeria Police Force  majority of crimes relating to terrorism, suicide bombing, kidnapping, gun-running, human trafficking, armed robbery and other related offences are committed with the use of vehicles with tinted glasses.

  • Regulation 66(2) of the National Road Traffic Regulations (1997) provides that all glasses fitted to a vehicle shall be clear and transparent to enable persons outside the vehicle see whoever is inside the vehicle and the glasses shall in no way be tinted except as may be approved by the Inspector-General of Police for security reasons”.


A certified medical condition can also be sufficient reason to be given a permit provided a medical certificate from a qualified and certified medical practitioner is obtained. 


Very important Persons including top government functionaries are also accorded the privilege of riding in vehicles with tinted windscreens for safety and security reasons. 


What is however prevalent today in Nigeria is the indiscriminate issuance of this permit to undeserving persons by the Police thereby compounding the security crises in the country. 

Some residents in Warri and its environs who spoke on the abuse of tinted vehicle windows said it has become easy for criminals to kidnap their victims and drive through security checkpoints and major streets without being detected. 

They suggested that Police Hierarchy should review the issuance processes to weed out the underserving elements who have continued to abuse the privilege. 

They also called on vehicle owners not to transfer the tint permit of a vehicle when it is sold. 

The noted that what is obtainable is that The new owner will need to apply for a fresh permit to or take off and replace the tinted glass before such vehicles can be used because applications are evaluated on an owner/vehicle basis.


DSIEC WARDS CREATION

 The Delta State Independent Electoral Commission DSIEC in 2020 embarked on the creation of additional political wards in the state ahead of the March 6, 2020 local government polls. 


In this special report, correspondent Omonigho Edaah takes a look at the implications of the new development in the state. 

The Delta State Independent Electoral Commission DSIEC, is the electoral body saddled with the responsibility of conducting local government elections in the State  

Last year, the state electoral umpire left no one in doubt as to its readiness to conduct local govt elections in the 25 LGAs since the tenure of council chairmen and that of councilors were to terminate on the 6th of January. 

chairman of DSIEC, Chief Mike Ogbodu, had on December 1, 2020 at a meeting with political stakeholders in Asaba, the state capital, announced March 6 2021 as the new date for the conduct of the local government elections in the state shortly after the budget for the exercise was approved by the state legislature. 

However, In preparation for the 2021 council polls, DSIEC created additional thirty four new wards in the state thus bringing the total number of DSIEC wards in the state to five hundred.

New wards are usually created due to growth in population and urbanization to ensure effective representation at the local govt legislative houses. 

Observers who spoke to DRTV News on the ward creation commended DSIEC and advised the electoral body to ensure that the ward creation cuts across the entire state and should  not tilt the political scale to the advantage of some local governments areas to favor some political class. 

They noted that announcement of the additional DSIEC wards sparked protests from some parts of the state, and called on the electoral body to revisit the exercise. 

They however expressed worry that the creation of more wards will increase the number of councilors and its attendant wage increase in some local govt areas who barely pay salaries even at a time when the LGAs are faced with dwindling finances in the face of the covid19 pandemic.


Delineation of wards are statutory responsibilities of electoral bodies as provided for by the 1999 Constitution as altered and existing state legislations. 

It is also believed that following the creation of additional wards in the state by DSIEC, INEC is expected to create or restore state constituencies recognized by relevant laws at the state house of Assembly to engender participatory democracy

The epileptic power supply experienced by consumers in Osubi community, Okpe local government area has worsened as a tipper lorry crashed into several high tension poles at PTI junction in Effurun. 

The unfortunate incident forced many into fetching water from the well and other local sources. 

Drtv News Correspondent Joelson Esiete reports.

Two weeks after these electric poles and aluminum conductors were damaged by a tipper lorry at PTI junction, repair work is yet to be carried out by officials of the Benin Electricity Distribution Company, BEDC.

Investigation revealed that the driver of the tipper lorry has been apprehended and the owner made to pay for the cost of damage.

Officials of the electricity distribution company could not be reached however to confirm this latest development.

Residents of Osubi community and other consumers from neighbouring communities are having a bitting effect as the power outage has paralyzed the socio economic livelihood of the people. 

Residents of the affected areas have resorted to fetching water from the well while others spend money to buy petrol to pump water for their domestic use.

 some other residents, their petty trades have collapsed... U.P SOUND..Other challenges which the electricity consumers want both the BEDC and federal government  addressed are the frequent hike in electricity tariffs, frequent blackout, and the high estimated billing by BEDC. UP SOUND...Meanwhile, otefe oghara community, oviorie,orerokpe,parts of isoko and ughelli communities have been out of power supply  for several months now and are appealing to BEDC to restore elecricity to them. They noted that constant power supply to the many communities experiencing blackout could boost the locay economy of these areas. Joelson Esiete ,drtv News.
